What the handle swivel does
It lets the head rotate relative to the handle, so the operator can work the tool along a wall or around an obstacle without twisting their wrists or dragging the hoses. On a heavy 12 or 15 inch tool over a large floor, that is the difference between a comfortable day and a sore one.
A seized handle swivel also puts twisting load into the hose connections, which is where the next failure shows up. If the swivel has stiffened, deal with it before it takes something else with it.
Important: two different swivels
This is the handle swivel. The T-8A ceramic seal swivel is a different part: it carries solution to the spinning spray bar. Check which one has failed before ordering.

Frequently asked questions
Can a stiff swivel be freed up?
Flushing may help if it is grit, but a swivel that has seized under load has usually worn internally. Replace it before it strains the hose connections.
Is the swivel covered by warranty?
The TH-40 manual excludes "the swivel" from warranty if its factory seal has been broken, without saying which swivel it means. Talk to us before dismantling any swivel on a tool still under warranty.
