Why Restrain a Jug
A full 5 gallon jug is around 20 kilograms of liquid. Unrestrained in a van it slides on corners, tips on hills, and takes out whatever it lands against. If what is in it is an acid or a solvent, a split jug is a much bigger problem than a lost jug of chemical.
Floor mounting also puts the jug at a height where it can be drawn from without lifting it.
