When to change them
Pad life depends entirely on the work. A neglected commercial system will load a pad in a fraction of the time a routine residential clean does, so change them on appearance and on airflow rather than on a fixed interval.
The signal worth watching is machine airflow. If suction has dropped off and the pads are grey and matted, change the pads before you start suspecting the motor. A blinded first stage is the most common cause of a machine that has apparently lost power, and it is the cheapest thing to rule out.
Running pads past their life to save a few dollars pushes load onto the second and third stages, which cost considerably more to replace. Buying by the ten-pack is what keeps that from happening on a Friday afternoon.

No. These are disposable pads. Air-Care's washable filters sit elsewhere in the filter train and are not interchangeable with these.
What sits downstream of the pads?
The finer filtration stages, ending at the HEPA. Keeping the first stage clean is what protects them.
