Not a cosmetic part
The cap is what stops the pins bending in a toolbox and what stops them catching a hand or a seat. Bent pins make intermittent contact, and intermittent contact on a resistance meter reads low — it reports material as drier than it is.
A meter carried uncapped will get through pin needles at a rate that costs more than the cap did.

Bent pins are the most common reason a meter comes in for service, and an uncapped meter in a tool bag is how they bend. The cap costs a fraction of a pin replacement and far less than a service.
