The pins and clips attach the handle to the base. R clips are removed every time the tool is broken down for transport, and they are exactly the size of thing that ends up in the bottom of a van or on a customer’s floor.
A handle running on a worn or missing pin puts the load into the casting instead, and a cracked handle mount is a considerably more expensive repair than a clip.
US distributors describe the same part (TH-PIN) as a set of two cotter pins for the TH-40, TH-15 and the 17 inch HT-777 Hyper Turbo. Compare with the clips on your tool if in doubt.
